The Qualification Phase determines if the initiative will appear on the ballot. For citizen-initiated measures, this phase is when the coalition works to gather, count, verify and submit the required petition collection signatures while building the foundation for the campaign. For legislatively-referred measures, this phase is when the coalition is leveraging inside and outside strategies to move a measure through the legislature and build public awareness and support.
During this phase, participants will learn:
- How to build a signature gathering effort that successfully qualifies a measure to the ballot and build grassroots power that can be leveraged throughout the campaign
- How to avoid common pitfalls in the qualification phase that prevents measures from moving forward
- How to build a defensive strategy that blocks bad measures from making it onto the ballot
- How to build a communications strategy that will carry you through every phase of the ballot measure lifecycle
- How to utilize a ballot measure effort to develop the leaders of the future
