The Decision Phase determines the initiative's viability in the current political landscape. During this phase coalition’s conduct campaign viability and messaging research, explore the political landscape and assess their coalition’s capacity to determine if they have successfully leveraged the incubation phase to create winning conditions. At the end of this phase, the coalition will determine whether to move forward to the next phase or not. 

During this phase, participants will learn:

• How to design a research program that determines an initiatives viability, defines winning narratives and messages, and identifies their winning coalition of voters
• How to build a winning ballot measure campaign plan that strengthens grassroots and organizations for future efforts 
• How to build a 360 budget for ballot measure campaigns that provides onramps and offramps for both C3 and C4 funding
• How to engage funders in their ballot measure efforts and raise the funding needed to be successful
• How to determine if they have the resources, capacity, and political landscape to be successful in the current cycle or if you need to continue building for the next one
