The Incubation Phase lays the groundwork for a successful campaign. During this time leaders are working with partners and directly impacted communities to identify policy, narrative, and organizing opportunities and threats; build winning coalitions; and begin investing in organizing strategies, policy research, informal research, organizational health and Staff/Volunteer Leadership Development. By doing so, you will set the conditions and grow the capacity needed to win on bold policy solutions that come from directly impacted communities.

During this phase, participants will learn: 

• How to determine if a ballot measure is the right tool for you
• How to identify the policy, narrative, and organizing opportunities and threats
• How to identify the legal requirements for ballot measures and campaign finance compliance needs for your state 
• How to build strong and equitable coalitions and the structures needed to support your efforts
